We undertook this inspection because the service had experienced high rates of manager turnover in the past four years and was without a registered manager at the time of this inspection. We also received information of concern from the local authority about receiving a higher than expected number of safeguarding referrals relating to the care home in 2024.

This unannounced onsite responsive inspection was conducted by two adult social care inspectors. We reviewed all 15 quality statements related to the 2 key questions, Is the service safe and well-led? For those key questions not inspected, we used the ratings awarded at their last inspection to calculate the overall rating.

Based on the findings of this inspection we continue to rate the service good overall.

This was because the service had made improvements. Although at the time of our inspection there was not a registered manager in post, a new manager [A former registered manager of the service] had been in post since February 2025 when the previous registered manager left. The new manager has now submitted an application to register with us, which we are currently assessing. The service also has two deputy managers who support the new manager to run the care home and be in day-to-day charge in their absence. Furthermore, despite a spike in the number of injuries due to falls in 2024 the service had significantly reduced the occurrence of such incidents in the last 6 months. This is because they had successfully used an evidenced-based screening tool to analyse why serious injuries from falls and pressures sore wounds were occurring and taken appropriate steps to reduce the risk. This included, increasing the number of permanent care staff who worked on the floors where people were at higher risk of falling and developing pressure wounds, Recruiting more permanent staff to reduce the number of agency staff they used to cover staff shortages. Ensuring all staff received additional falls and pressure sore prevention and management training.

People who lived at the care home were kept safe. Staff treated people with kindness and compassion. Staff understood and managed risks well. The facilities and equipment met the needs of people, were clean and well-maintained and any risks mitigated. There were enough staff with the right skills, qualifications and experience. Staff recruitment practices were safe. Staff were valued, supported, and received all the relevant training they needed to perform their roles and responsibilities well. Infection risks were safely managed. People received their medicines safely and as prescribed.

Managers and staff had a shared vision and culture based on listening, learning and trust. Managers were visible, knowledgeable and supportive of staff, helping them develop in their roles. Staff felt supported to give feedback and were treated equally and fairly. Staff understood their roles and responsibilities. The service had a good learning culture of improvement and inclusivity which had led to people experiencing positive outcomes. The service had established quality and safety monitoring systems which were operated effectively. Managers investigated accidents and incidents thoroughly. The service fostered a positive culture where people felt they could speak up and have their voices heard and acted upon. Records were well-maintained. Managers and staff worked in close partnership with external community health and social care professionals and bodies to deliver the best possible care and support to people living in the care home.
