This is the service’s first assessment since they registered with Care Quality Commission (CQC) on 22 December 2020.
We have also assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
Following this assessment, we have rated the service good overall.
Although we found no breaches of regulation, we identified the provider needed to improve how they analysed and reviewed the outcome of their governance systems. This would help ensure the provider did not miss any opportunities to identify performance shortfalls, learn lessons and continuously improve.
We discussed this issue with the registered manager at the time of this assessment. They agreed to review how they analysed and responded to checks and feedback, and to develop action plans based on their findings to continuously improve.
Systems were in place to safeguard people from abuse. Staff had access to information about identified risks and understood how to manage them to keep them safe. There were enough staff whose fitness to work in adult social care had been checked. People received continuity of care from the same small group of staff who were familiar with their needs, preferences and daily routines. Staff received relevant training and supervision to meet people’s needs and wishes. Staff used personal protective equipment appropriately. Medicines were safely managed and in line with the principles of ‘stopping over medication of people with a learning disability and autistic people’ [STOMP].
People and their relatives were actively involved in assessing and reviewing the care and support provided. People received person-centred care and support based on their individual needs. Staff supported people to maintain their health and wellbeing and achieve their stated care goals. Staff understood the importance of obtaining consent and ensured this was done before providing care.
Staff treated people fairly and with dignity and respect. Staff were attentive to their expressed wishes and personal preferences in relation to how they needed and preferred their care and support to be provided. People had informed choice and control over how they lived their lives, which included maintaining and developing their independent living skills. People received information in formats that met their preferred way of communicating. Staff demonstrated good awareness of people’s rights and how to uphold them.
The registered manager was suitably skilled and knowledgeable, approachable and responsive to feedback. They encouraged feedback and acted on concerns received. They also promoted an open and supportive culture. The registered manager helped staff develop in their roles, were inclusive and promoted their wellbeing. The provider operated systems to monitor the quality and safety of the service they provided. The provider worked in close partnership with community-based health and social care professionals.
