What inspectors found
From the Care Quality Commission's assessment published 21 October 2026 (assessment visit 6 July 2026). Quoted under the Open Government Licence.
Dates of assessment: 10 July 2026 to 24 July 2026.
Elite Support Providers Limited provides personal care to people in supported living settings and home care support to people living in their own homes. This report is in relation to the supported living service, which at the time of our assessment was provided in 1 location. CQC only inspects where people are receiving a regulated activity. At the time of this assessment 4 people received the regulated activity of personal care.
This assessment was carried out due to information of concern received about safeguarding people from harm and abuse. At the last assessment the provider was in breach of legal regulations in relation to person centred care, safe care and treatment and good governance. During this assessment we identified 2 breaches of legal regulations in relation to safe care and treatment and good governance.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choice, independence, and good access to local communities, which most people take for granted. We found both the management and staff teams lacked understanding of this and other best practice guidance. This meant people’s needs, preferences, aspirations and outcomes were not reviewed in line with the guidance, and they were not supported to have as ordinary a life as possible.
Risks to people’s safe care and treatment were not robustly assessed, and there was a lack of guidance for staff to follow. Care records contained conflicting information for staff to safely follow. Systems and processes to safely manage people’s medicines were not robust. Quality assurance systems had failed toidentify and address all concerns we found during this assessment.
Leaders did not maintain effective governance and oversight of the service. This meant that shortfalls in the care and support people and staff received had not been identified and acted upon.
We shared concerns with the provider throughout the assessment process. The provider informed us they had taken immediate action to review practices and implement changes where required.
