We assessed the service against ‘Right support, right care, right culture’. This guidance supported judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choice, independence and access to local communities that most people take for granted.
People felt safe when receiving care. Risks were assessed and managed by staff who were trained and safely recruited. There were systems in place to identify and report concerns for people’s safety and wellbeing, and staff followed infection control guidance to reduce the risk of infection.
People’s needs were assessed prior to them receiving care and care plans contained guidance for staff about people’s needs as well as their life experiences and individual preferences. The management team worked in partnership with other agencies to support people to maintain their health.
People received support from a caring team of staff who knew them well. Staff understood how people liked to receive care and promoted their independence where possible. The staff team was supported by the provider and felt able to contribute to the development and improvement of the service.
People’s care was planned and designed around their individual needs and choices. There were systems in place to ensure people’s communication needs were met, and people and their families were given regular opportunities to share their experience of care.
Feedback about the registered manager and nominated individual was positive and staff, people and relatives were complementary about how the service was managed. There were systems in place to monitor the quality of care people received and staff were supported to speak up if theyhad concerns and told us they felt listened to by the provider. The provider was open to suggestions made by the staff team and ensured learning was taken from any incidents.
We checked whether the service was working within the principles of the Mental Capacity Act 2005. We found that staff worked within the MCA and sought people’s consent before providing care and support. However, improvements were required to ensure people’s mental capacity to make specific decisions were clearly recorded. Medicines records did not always contain accurate information about people’s prescribed medicines; improvements were required to ensure records were clear and accurate. The provider’s governance systems had not identified these areas of concern.
