The service is a domiciliary care agency providing personal care to people living in their own homes.
At our last visit we identified eight breaches of regulation. These were in person-centred care, treating people with respect and dignity, obtaining consent, risks to people, complaints processes, good governance, staffing arrangements and recruitment processes. We issued requirement notices for the breaches of regulation and placed the service in special measures.
Improvements were found at this inspection as the registered manager had worked closely with a consultant to address the shortfalls. As such, we found breaches of regulation had been met in relation to person-centred care, treating people with respect and dignity, obtaining consent, complaints processes, staffing and recruitment processes. The overall rating for the service is no longer inadequate and therefore, the service is no longer in special measures.
However, despite the widespread improvements, we identified continued concerns relating to risks to people and good governance as further work was needed to ensure robust systems and processes were in place. Risk assessments were included in people’s care plans but some did not contain sufficient information to help ensure staff knew how to keep people safe. Auditing arrangements were more robust, but despite this audits had not identified gaps in care plans or that information was not contemporaneous.
Staff felt supported by the registered manager and they received appropriate training, supervision as well as the opportunity to express their views on how the service was run.

Safe
No rating
At our last inspection, we were concerned that people may not receive safe care as there was a lack of information in people’s care plans around their health needs and risks associated with those. At this inspection, we found improvements in this area, however the registered manager did not always update people’s care plans to ensure that staff had the most up to date information. People felt safe in the presence of staff. Staff and the manager had received training in how to recognise and respond to allegations of abuse. Some people were supported by staff with their medicines and they told us they received the medicines they were prescribed. People were cared for by a sufficient number of staff who, in the main, arrived on time, stayed the time allotted and were not rushed during their care call. Staff followed good infection control practices and met people’s requirements in the personal protective equipment they wore. Where accidents and incidents occurred, these were recorded, investigated and lessons were learnt from them.
-
Effective
Good
People received appropriate care in line with their needs through staff support as well as input from healthcare professionals. Staff worked well with external agencies and followed advice and guidance given. Staff received a range of training to help ensure they were confident and competent in the role and where people lacked capacity appropriate measures were taken to help ensure the principles of the Mental Capacity Act 2005 were being followed.
-
Caring
Good
People were cared for by staff who showed them respect and dignity as well as encouraging their independence. When people’s needs changed, the service responded to and adapted the care calls as necessary. Staff felt supported in their role through communication, training and staff meetings.
-
Responsive
Good
Since our last inspection the service had improved in a way that demonstrated that people were now more consistently receiving person-centred care, individualised to their needs. People were given equal opportunities by the service to access care or to be supported out into the community. Where people were unhappy with the care they received, they knew who to speak to to raise a complaint. Complaints were taken seriously, investigated and responded to. Although no one received end of life care, staff had been trained to help ensure they understood the importance of kind, compassionate end of life care.
-
Well-led
No rating
Since our last inspection the registered manager had worked hard to address all the shortfalls we had identified and as such we found many improvements. However, some of these still needed to be embedded into daily practices and other systems and processes required further work to ensure they were robust. We found documentation and information held about people was not always up to date and, although this did not put people at risk because staff knew them well, it meant that the registered manager could not be assured that people’s records were contemporaneous. An auditing scheduled had commenced which enabled the registered manager to identify areas that required action, but although audits were regularly completed these did not always identify shortfalls. Staff had a shared desire to provide good care to people and worked with external agencies and professionals to provide this.
