What inspectors found
From the Care Quality Commission's assessment published 9 January 2025 (assessment visit 13 December 2024). Quoted under the Open Government Licence.
The assessment took place on 17 December 2024. We brought forward this assessment due to concerns that had been raised around the safe delivery of care for people. Prudent Domiciliary Care Limited provides care to people in their own homes. At the previous Assessment in July 2024, we found people were not being protected from the risk of abuse and neglect. We found on this assessment improvements had been made. We found 3 repeated breaches of the legal regulations in relation to staffing, safe care and treatment and governance. Staff understood the risks associated with people’s care however the guidance in people’s risk assessment was not sufficiently detailed. There was a lack of accident and incident analysis however staff dealt with incidents in a safe way. The timings around when people’s calls were to take place were not consistent. However, there were no missed calls which was an improvement since the last assessment. There were more audits taking place however it was not always clear what actions had been taken as a result of the shortfalls identified. This service has been in Special Measures since September 2024. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.

Safe
No rating
At our last assessment we rated this key question Inadequate. At this assessment the rating has changed to Requires Improvement. This meant some aspects of the service were not always safe and there was limited assurance about safety. There was an increased risk that people could be harmed. We found there had been improvements around the management of risk, but we still found some concerns. We found 2 continued breaches of regulation around the management of risk and staff not always attending calls at a time when people needed.

Well-led
No rating
At our last assessment we rated this key question Inadequate. At this assessment the rating has changed to Requires Improvement. This meant the service management and leadership was inconsistent. Leaders and the culture they created did not always support the delivery of high-quality, person-centred care. We found 1 continued breach of regulation in governance. Audits were not always identifying concerns, and the management of care calls was not robust. People did not always feel their complaints were listened to. However, people and staff said there had been improvements in the leadership of the service.
