We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. The provider was meeting the expectations set out within ‘Right support, right care, right culture’. This is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

The provider demonstrated a positive approach to delivering care. Systems were in place to support safety, partnership working, and person-centred practice. The provider had an open culture, where staff felt able to share concerns and learn from incidents. Processes were in place to monitor safety and promote improvement.

The provider worked with individuals and professionals to assess people’s needs and support continuity of care, including during transitions. Safeguarding systems were established, and staff showed an understanding of their responsibilities, while risk management approaches aimed to balance safety with maintaining people’s independence.

Care was delivered in a way that respected people’s dignity and individual preferences, supported by leadership that promoted oversight, staff support, and ongoing development.

We identified shortfalls in processes, including inconsistencies in recruitment documentation, gaps in medicines recording, and limited information relating to consent and mental capacity decisions. The provider responded promptly to these findings during the inspection, taking steps to strengthen processes and oversight. While these shortfalls indicated that practices were not always applied consistently, the provider demonstrated a proactive and responsive approach to improvement.

Overall, the service reflected a safe and person-centred approach. Systems and practices were effective, with opportunities to further strengthen consistency and oversight across all areas reviewed.
