Ravens Care Kettering is a domiciliary care agency providing personal care to autistic people and people with a learning disability living in their own homes in the community and in supported living.

People’s care and housing are provided under separate contractual agreements. CQC does not regulate premises used for supported living. Not everyone supported by this service received the regulated activity of personal care.At the time of the assessment there were 3 people receiving personal care, including one person who lived in supported living.

During the onsite inspection visit we sought feedback from people, relatives, staff including the registered manager, who was also the provider, care manager, care coordinators, and support workers. We also received electronic feedback from people, relatives, staff and health care professionals and commissioners responsible for monitoring people’s packages of care.

We assessed the service against ‘Right Support, Right Care, Right Culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The provider had systems in place to ensure risks to people had been assessed and monitored. Care plans were personalised and contained good quality information and instructions that enabled staff to support people safely. Staff monitored people’s wellbeing and health. They worked well with external health professionals and agencies to ensure the best outcomes for people. Staff were considerate of people's protected characteristics and cultural needs.

Care was person-centred, and people were involved in decisions about their care ensuring people’s legal rights were consistently upheld. Staff promoted people’s dignity, independence, and choice in day-to-day care, ensuring individuals were treated with respect and as unique.

The management team and staff ensured people had equal opportunities and did not face discrimination whilst being supported. Information was provided in accessible formats supporting people’s communication needs.

There were systems in place to safeguard people from the risk of abuse. Staff were recruited safely and staffing levels were sufficient to meet people’s needs reliably. Staff received relevant training and were supported to continually develop their skills and their practice monitored. Staff felt supported and valued.

Staff respected the person’s privacy and dignity and supported them to maintain independence in daily activities. The provider worked effectively with external agencies to ensure people’s health needs were met and that decision‑making was appropriately supported.

Leaders promoted an open and inclusive culture. They encouraged feedback, and acted on concerns and complaints, recognising this as an opportunity to learn and improve the quality of service and care people received.

The registered manager, with the management team provided stable leadership and ensured there was effective oversight of quality, safety, performance and risk, and continuous development. The provider had a business continuity plan in place to manage unplanned events or emergencies. The provider was responsive to feedback during the assessment and took action to strengthen processes, recording and improve people’s safety.
