We inspected the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found they met this guidance. Cura Care provides a highly personalised domiciliary care service, which was designed to meet people’s needs in the least restrictive manner.

The person consistently received care that was kind, compassionate and dignified, with staff building trusting relationships and responding sensitively to their communication, emotional and sensory needs. Relatives were overwhelmingly positive and told us the care had significantly improved the person’s quality of life, confidence and independence.

Care was safe and well managed. The new manager was completing the process of becoming the registered manager and has worked at the service for over a year. Staff, relatives and professionals reported a high level of confidence in their skills and that of the overall management team. The provider had a clear learning culture, with incidents reviewed and used to improve practice. Risks were managed in a person‑centred way that promoted choice and independence rather than restriction. Medicines and infection prevention and control were managed safely. Staff only accepted care packages when they were confident people’s needs could be met safely and effectively.

Care and treatment were effective and evidence‑based. Detailed assessments were completed before care started and were regularly reviewed. Staff were responsive to the person’s needs. Support was flexible and adapted quickly as the person’s circumstances changed. Relatives and professionals described care as personalised, joined‑up and focused on achieving meaningful outcomes. Staff delivered care using recognised best‑practice approaches, including trauma‑informed and neuroaffirming practice, and demonstrated a strong understanding of the Mental Capacity Act. This resulted in positive outcomes, including improved communication, emotional wellbeing, physical health and increased participation in community life.

The service was well-led, with a clear shared vision and values‑led culture. Leaders were visible, compassionate and inclusive, and staff felt valued and supported. Governance and quality assurance systems were in place and effective, supporting learning and continuous improvement. While leadership and culture were clear strengths, the small scale of the service means longer‑term sustainability will need continued monitoring.
