Sanctuary Oasis Ltd is a domiciliary care service providing personal care for people living in their own homes. The Care Quality Commission [CQC] only inspects where people are in receipt of regulated activities such as personal care.
This is the first inspection of the service since being registered on 16 May 2024. We reviewed all quality statements and rated the service good.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgments about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
At the time of this assessment, the service was supporting 45 people with regulated activities. Although service was not supporting any people with a learning disability or autistic people, the provider demonstrated regard for the principles of ‘Right Support, Right Care, Right Culture.’
During this assessment we spoke with 10 people using the service and 6 relatives. We spoke with 8 staff including the team leader, care coordinator, and the registered manager who is also the provider. We received feedback from a further 4 people and 14 staff via CQC Give Feedback on Care webform. We looked at a range of records relating to people’s care, staffing and management records including policies and procedures. We also sought feedback from the local authority and health care professionals.
Overall, Sanctuary Oasis Ltd provided good quality care and support across all areas of the assessment. The provider demonstrated a strong commitment to delivering safe, effective, caring, responsive and well-led support. People’s needs and risks were assessed, managed and monitored. Where risk assessments covered multiple areas the provider was responsive and assured this would be strengthened. Care plans were personalised and provided clear guidance for staff to follow. These assessments were regularly reviewed to reflect any changes. People and their relatives were actively involved in decisions about the support they received.
Staff knew how to recognise, and report safeguarding concerns and understood how to support people to stay safe. They knew people well and provided care that met their individual needs, including support with medicines and access to healthcare services when required. Records also confirmed staff worked well with a range of other professionals to promote positive healthcare outcomes for people.
Staff provided care that reflected people’s individual needs, preferences, and wishes while promoting independence and choice. They understood how to seek and respect consent, including when people communicated non-verbally, and spoke compassionately about the people they supported. We received positive feedback about the service, its staff, and leaders.
Staff were recruited safely, received appropriate training, including person-specific training, and were supported through regular supervision. Staff enjoyed working for the provider and felt they were valued.
Leaders promoted an open culture where staff felt able to raise concerns and share feedback. Concerns and complaints were used as opportunities to learn and improve the quality of care.
The provider was actively involved in all aspects of the service. Leaders provided stable leadership and maintained oversight of quality, safety, performance and risk, while promoting continuous improvement. The business continuity plan was regularly reviewed to ensure effective arrangements were in place to manage emergencies and minimise disruption to people’s care.
During the provider’s transition to a digital care system, some monitoring processes required strengthening due inconsistency in records completed by staff and the oversight. The provider was receptive to feedback and took action to address this.
