What inspectors found

From the Care Quality Commission's assessment published 16 June 2025 (assessment visit 26 November 2024). Quoted under the Open Government Licence.

Date of Assessment: 2 January to 6 February 2025. We carried out this assessment in response to concerns received in relation to the service. Aim Up is registered for providing domiciliary care and supported living services. We looked at the supported living provision. This means personal care provided to people who live in supported living households. The service supports adults living with a learning disability and autism, disabilities, complex behaviour needs and health conditions. Fifteen people were supported with their personal care needs.

We assessed the service under the safe key question and 4 quality statements of the well led key question. We assessed against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found 2 breaches of regulation in relation to statutory notification of incidents and good governance. The overall service rating declined from good to requires improvement.

The service manager and nominated individual had been in post for around 6 months. Most of the concerns we identified were already known to the provider and the service had an action plan to address them. In some areas such as risk related to the environment, records of people’s care, aspects of the medicine management and policies and procedures, the shortfalls had not yet been identified by the provider.

Staff understood and managed risks regarding people’s individual risks, personal and health needs.

When making our judgement we took into account the progress made to date, however further time was needed for the actions in the service’s improvement plans to be fully embedded and sustained to be able to judge their effectiveness and impact on the quality of care people received.

We have asked the provider for an action plan in response to the concerns found at this assessment.

  1. Safe

    No rating

Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last inspection, we rated this key question as good. At this inspection, the rating has changed to requires improvement. While people did not raise any concerns in relation to their care and safety, some concerns were raised by relatives and professionals. Further improvements were needed to the way the service analysed incidents and accidents, some of the provider’s policies, the safe recruitment process, people’s records of care delivered and the way people were supported to maintain their environment to be clean and safe. Most of these concerns were known to the provider and the service had an action plan. Further time was needed for the provider’s actions to be embedded and sustained so we can judge the impact they have on the quality of care people receive. The service had care plans to support people to manage their risk and the service used strategies to prevent distress to people. Reactive strategies for individuals were available and followed by staff, so they consistently supported people when they became distressed.

  2. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last inspection we rated this key question good. At this inspection the rating has changed to requires improvement. This meant we identified some shortfalls with the governance of the service. The provider was not always notifying the CQC of incidents in the service. This was a breach of regulation. The management team had identified shortfalls in the service and were aware of concerns from relatives and professionals. They had developed an action plan. Some improvements had already been implemented however, further time was needed for the actions to be embedded so their effectiveness can be assessed in line with current best practice guidance right support, right care, right culture. Some of the shortfalls we identified during the assessment had not been identified by the provider. This was a breach in legal regulation in relation to good governance.
