What inspectors found
From the Care Quality Commission's assessment published 24 May 2024 (assessment visit 29 January 2024). Quoted under the Open Government Licence.
An assessment has been undertaken of a specialist service used by people with a learning disability and autistic people. We expect health and social care providers to guarantee people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people; and providers must have regard to it.’ The Beeches (The Drive) is a residential care home providing the regulated activity of accommodation and personal care to up to 8 people with learning disabilities and autistic people. At the time of our inspection 8 people were using the service. We carried out our on-site assessment on 15 and 22 February 2024, off site assessment activity started on 29 January 2024 and ended on 12 March 2024. We looked at 11 quality statements; Safeguarding; Involving people to manage risks; Safe and effective staffing, Assessing needs, How staff teams and services work together, Supporting people to live healthier lives, Consent to care and treatment, Kindness, compassion and dignity, Independence, choice and control, Responding to people’s immediate needs and Equity in experiences and outcomes.
-
Safe
Good
People were safeguarded from abuse. However, risks about people’s safety were not always assessed to ensure they were supported to remain as safe as possible. The provider had not ensured there were sufficient staff available to meet people's needs during night. The provider had not assessed risks of fire at night and had never conducted a nighttime fire drill. The systems for assessing people's capacity to make specific decisions was not entirely robust. People were not always able to make day to day decisions about their lives. The provider did not have an effective system in place to ensure the environment and equipment was safe. There was thorough recruitment and selection process for new staff.
-
Effective
Good
Before people started to use the service, the registered manager carried out an assessment of their needs. However, the assessment lacked details with regards to the skills and capabilities of the person and information about them or their background. The management team worked closely with other health professionals to help ensure people had access to the services they required to maintain their health.
-
Caring
Good
The culture of the service was not entirely person centred as we observed occasions where people's privacy, dignity and the language used was not always respectful and people were not listened to by staff. Care plans were not always put together in a person-centred way and did not reflect the views of those receiving care.
-
Responsive
Good
The provider's quality assurance systems were not sufficiently robust. Audits had failed to identify the continuous improvements required to the premises and did not identify risks so was not able to provide a supportive and caring environment. Staff were complimentary of the registered manager and records showed staff had received regular supervision. The provider took on board comments made by family members and kept them informed whenever there were changes.
