This assessment was carried out due to the age of the previous rating.

We assessed the service against, ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disabilityrespect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The provider was in breach of legal regulations in relation to governance, and staff training at the service.

Systems to oversee risk and quality at the service were not effective. Accidents and incidents were not analysed robustly to identify themes and trends to reduce risk of recurrence. Audits and checks did not consistently identify risk, and action plans were not always generated to drive improvement. Formal processes to actively seek andact on feedback were not in place. This placed people at risk of receiving care which did not meet their needs.

Staff had not received appropriate levels of training to carry out their roles, this included training to support people with a learning disability and autistic people. This placed people at risk of receiving care which did not meet their needs.

Some care plans and risk assessments needed reviewing to ensure they were reflective of people’s current needs. However, people were supported by a consistent staff team, who knew them well and how to support their needs safely. There were enough staff, and staff were responsive to people’s needs. The environment was clean and well-maintained.

The provider demonstrated an integrated approach with clear networks across health and social care to meet people’s needs. They strongly advocated for people to overcome any barriers and receive the right support from external agencies.

The registered manager had a clear commitment to the service and the people they supported; they were a visible and hands on presence within the service. Staff felt well supported by the registered manager.

We have asked the provider for an action plan in response to the concerns found at this assessment.
