What inspectors found

From the Care Quality Commission's assessment published 29 January 2025 (assessment visit 7 June 2024). Quoted under the Open Government Licence.

Date of assessment 25 September 2024 to 5 December 2024. The assessment was a planned assessment to check whether the warning notices issued following our last inspection had been met and embedded. The service is a learning disability service providing support to adults with learning disabilities, people with mental health needs, physical disabilities sensory impairment, older people and autism. We assessed the service against ‘Right Support, Right Care, Right Culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. A new registered manager was in place and now had good oversight of the service. They confirmed they had been supported by the leadership team to make improvements to the service. We found improvements had been made to risks in the environment and keeping the people who used the service safe and healthy. This service has been in Special Measures since 14 June 2023. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures. However, we found one continued breach of the legal regulations in relation to governance due to concerns found in the updating of care plan documents, medicines risk assessments and medicines procedures. We have asked the provider for an action plan in response to the concerns found at this assessment.

  1. Safe

    Good

Improvements had been made to ensure people were supported in a safe environment; for example, regular safety checks took place in the service and staff had undertaken fire drill practice and cleanliness in the service had improved. There were enough suitably trained staff working in the home and staff demonstrated a good understanding of people’s needs. However, we found some documentation relating to people who used the service contained inconsistent information. Risks to a person in relation to their medicines was also not in place and shortfalls were found in relation to medicines audits and processes. These shortfalls were raised with and addressed by the manager at the time of the assessment.

  2. Responsive

    Good

People’s views were now sought, listened to and acted upon. Their rights and individuality were supported. People could access care in ways that met their personal circumstances and protected equality characteristics. People could access care, treatment and support when they needed to and in a way that worked for them.

  3. Well-led

    Good

Strong leadership was now visible at the service. People, relatives and partners spoke positively about the new registered manager. Where necessary, external health and social care professionals were now involved in people’s care planning. There was an open culture and team working was now evident. However, we found one continued breach of the legal regulations relating to good governance. Care planning information and governance systems for the oversight of medicines was not always effective. We have asked the provider for an action plan in response to the concerns found at this assessment.
