What inspectors found
From the Care Quality Commission's assessment published 6 January 2025 (assessment visit 22 November 2024). Quoted under the Open Government Licence.
Balby is a residential care home, providing support to younger adults who live with a learning disability, mental health conditions or autism. At the time of our inspection 7 people were using the service. Our inspection was prompted due to several safeguarding concerns we received. We visited the service on the 27 November 2024 and 2 December 2024. Whilst overarching quality and safety systems were in place, these had not been effective in identifying some concerns. We identified breaches in relation to safeguarding and governance. Medicines were not always managed safely, and we have identified a breach in relation to managing medicines. At the time of our inspection the provider had taken immediate action to protect people from the risk of harm.

Safe
No rating
Some improvements were required about how staff recorded accidents and incidents, including safeguarding incidents. People had robust risk assessments and associated care plans in place. However, we could not be assured staff followed these due to the concerns we found during our inspection. At the time of our inspection, the provider was implementing new systems to ensure all incidents were appropriately recorded, staff followed policies and procedures, and action was taken to keep people safe. Staff were appropriately trained and recruited safely. However, due to concerns of a closed culture amongst the staff team, the provider had implemented a new interim staff team. Medicines were not always managed safely. The service was clean and promoted safe infection, prevention and control (IPC) practices and the environment was safe.
-
Effective
Good
People had their needs assessed and care plans were robust and contained information about peoples wishes and preferences. However, we could not be assured staff always followed people care plans, due to the concerns we identified during our inspection. It was not evidenced staff had always worked in partnership with external agencies, to ensure people received effective care and support. People had their capacity assessed and where able, people had consented to their care.
-
Caring
Good
We received mixed feedback from people and relatives about how staff treat them and promoted their independence, choice and control. Most people told us they were happy living at the service.
-
Responsive
Good
We could not be assured people had received person centred and responsive care and treatment. The provider was implementing new governance systems, to ensure improvements could be made. Feedback was sought from people and staff through surveys and meetings, and records showed no concerns were raised. People were offered a range of activities and community outings.
-
Well-led
No rating
The provider had several overarching governance systems in place; however, these had not been effective in identifying some concerns. Due to alleged concerns regarding the staff team, an interim management and staff team had been implemented. The provider was implementing new governance systems at the time of our inspection.
