What inspectors found
From the Care Quality Commission's assessment published 4 December 2024 (assessment visit 7 November 2024). Quoted under the Open Government Licence.
Camberwell Lodge is a residential care home providing nursing and personal care to up to 98 people. At the time of assessment, the service provided support to 94 people in the home. Assessment activity started on 16 July 2024 and ended on 3 September 2024. During the assessment, we spoke with the registered manager, the general manager, the chef, 3 nurses, 2 senior carers and 2 care assistants and 3 housekeepers. We also sent feedback questionnaires to staff to get their feedback about the service. We looked at 21 quality statements including learning culture, safe systems, pathways and transitions, safeguarding, involving people to manage risk, safe and effective staffing, safe environments, infection prevention and control, medicines optimisation, assessing needs, delivering evidence based treatment, how staff and services work together, supporting people to live healthier lives, consent to care and treatment, independence choice and control, equity in experience and outcomes, shared direction and future, capable and compassionate leaders, freedom to speak up, workforce equality, diversity and inclusion, governance, management and sustainability, partnership and communities, learning, improvement and innovation. For those areas we did not assess we used the ratings awarded at the last inspection to calculate the overall rating. We conducted this assessment to follow up on concerns we identified at the last inspection in December 2022. These included breaches of regulations relating to the management of risks, medicines, staffing and governance. The last rating for this service was requires improvement (published 9 February 2023). At this assessment we found improvements had been made and the provider was no longer in breach of regulations and is rated good overall.

No rating
At the last inspection in December 2022, we identified breaches in relation to the management of risks and medicines. The provider had made improvements and was no longer in breach of regulations. The rating of this key question has improved from requires improvement to good during this assessment. Risks to people's safety and well-being had been assessed and plans were in place to mitigate the risks. People lived in a safe environment. Systems and processes were in place to investigate accidents, incidents, complaints, and safeguarding incidents. Staff communicated with and worked in partnership other agencies to help keep people safe. There were systems to help prevent and control infection. People’s medicines were managed safely and they received these as prescribed. There were effective systems in place to safely recruit staff and there were enough well-trained staff on duty to care for people safely.
-
Effective
Good
People were supported to stay healthy and access healthcare services when needed. The provider assessed people's mental capacity and made decisions in their best interests. Staff worked well with most external professionals to provide care and support which reflected best practice. Staff said they worked with other health and social care professionals to help meet people’s health and social care needs. However, mixed feedback from professionals showed there was more work to do to ensure partnership working with all external professionals was effective.
-
Caring
Good
At this assessment we have not looked at all quality statements under this key question and we have combined the scores based on the key question ratings from the last inspection in December 2022. People were treated with kindness, empathy and compassion. Their privacy and dignity was maintained and they were supported to be as independent as they wanted and be in control of their care and support. There were a range of activities within the home and trips and excursions for people who were able.
-
Responsive
Good
At this assessment we have not looked at all quality statements under this key question and we have combined the scores based on the key question ratings from the last inspection in December 2022. There were a range of systems in place to ensure people were at the centre of how care was planned and delivered. However, some elements of the care planning and delivery did not ensure all protected characteristics would be identified and supported. We also identified more could be done to ensure people living with dementia had opportunities and activities that met their needs and abilities.

Well-led
No rating
At the last inspection in December 2022, the provider was not ensuring people received a safe and effective service which was a breach of good governance. The provider has made improvements and was no longer in breach of regulations. The rating of this key question has improved from requires improvement to good during this assessment. Governance systems were in place to help monitor aspects of the service so that the quality of care provided could be continuously assessed and improved.
