We assessed all quality statements under 2 key questions; Safe and Well-led. The service is a care home providing support for to up to 30 predominantly older people. At the time of our assessment 14 people were using the service.

At this assessment we found the service had significantly improved and all breaches of the regulation had been addressed.

People were now protected from abuse and staff provided appropriate care that met people’s needs. The provider’s policies in relation to restraint had been updated and staff were no longer using unplanned restraint.

Although occupancy levels had reduced since our last assessment, night staffing levels had been increased. This meant the service was overstaffed giving staff time to spend with people on an individual basis.

The provider had made significant changes to governance systems to drive improvement in performance and people’s safety. Senior managers visited the service regularly and staff now had confidence any safety concerns they reported would be addressed.

Staff were now treated fairly and worked effectively as a team to meet people’s needs. Where issues impacted on staff morale they were promptly addressed. The provider’s disciplinary processes were effective.

  1. Safe

    Good

Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question inadequate. At this assessment the rating has changed to good. This meant people were safe and protected from avoidable harm.

The service was now safe, and people consistently reported they were well cared for. People were not being restrained and the service now had policies detailing how staff should react and support individuals if they declined planned care.

Risks were mitigated effectively and staff used equipment correctly when supporting people to mobilise. Staffing levels were more than sufficient to meet people’s need and staff were able to spend time chatting with people. People’s dignity was consistently respected.

Staff understood local safeguarding procedures and their role in protecting people from abuse. Incidents were fully documented and opportunities for learning valued.

The improvements meant the service was no longer in breach of regulations.

  2. Well-led

    Good

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question inadequate. At this assessment the rating has changed to good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

The service culture had significantly improved with manager and staff now working together to ensure people’s needs were met.

The provider had made arrangements for the staff team to be well supported and a permanent manager had been recently appointed. Staff told us they were now well led, protected from discrimination and were confident any safety concerns they reported would be investigated.

Governance systems were now effective and had driven improvement in the service performance.

The improvements meant the service was no longer in breach of the regulations.
