What inspectors found

From the Care Quality Commission's assessment published 3 August 2026 (assessment visit 5 May 2026). Quoted under the Open Government Licence.

Date of assessment: 16 June to 3 July 2026
Newhey Manor is a residential care home which provides personal care for up to 24 older people, some living with a diagnosis of dementia. At the time of the assessment there were 17 people living in the home. We assessed all quality statements under the five key questions of Safe, Effective, Caring, Responsive and Well Led.
At our last assessment, published in November 2025, the home was rated requires improvement overall and four breaches of the legal regulations in relation to consent, safe care and treatment (including medicines), premises and equipment and good governance were identified. At this assessment we found the provider was still in breach of the same 4 regulations. The home is now rated inadequate. ‘This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.

Effective management systems to help monitor any accidents, incidents or concerns had not been implemented and embedded to identify areas of improvement and learning.
Accurate and complete staff rotas and training records were not maintained. Areas of staff training and development needed improving.
There were on going concerns regarding the management of medicines and we were not assured that all medicines were managed safely.
People had their needs assessed on admission but there were no meaningful reviews of people’s needs which included the person and their families. Staff were familiar with people’s needs however documentation that was used to monitor health and well-being was not always completed accurately.
Staff were kind and caring but there was a lack of stimulation in the home and people were not supported to be independent or improve their mobility. Staff attended to people’s immediate needs and contacted other healthcare professionals for support when needed.
Adaptations in the home helped accessibility, however the environment was not dementia friendly, and people did not have regular access to an outdoor space.
The vision and aims of the home were not shared with staff and some staff training was out of date. The necessary support and guidance had not been provided to the new home manager to enable them to fulfil their role competently.
Meaningful audits were not completed and there was no system in place to manage current performance and identify any gaps in knowledge. The provider had not sourced support in relation to dementia care and the necessary documentation was not in place for when people moved between services.
The provider did not encourage or support continuous learning and there were no systems in place to facilitate this.
