We found improvements were needed in some aspects of the service and the provider was found to be in breach of legal regulations in relation to safe care and treatment, medicine management and good governance. Management oversight and governance systems had not been used effectively to assess, monitor and improve the quality and safety of the service. Systems did not ensure statutory notifications were always submitted to CQC in line with legal requirements.People’s care plans did not always identify risks or reflect their assessed needs. Where risks were identified actions were not always taken to mitigate these risks. Although staff received training there was a lack of oversight to ensure this training reflected the needs of people and met regulatory requirements. Improvements were needed to ensure medicines were managed safely. Mental capacity assessments lacked context and did not include the opinions of the person or their relatives.
We have asked the provider for an action plan in response to the concerns found at this assessment.
The home was clean and tidy throughout. Staff knew people well, many of them had worked at the home for several years. This had enabled them to develop meaningful relationships with people. They understood people’s care and support needs. They treated people with kindness and respect and created a happy and pleasant home for people to live in. There was a range of activities for people to engage with if they chose and were supported to do so.
Staff told us they were well supported. All staff said they enjoyed working at the home. One staff member told us, “Working here is like one big family.”
