What inspectors found

From the Care Quality Commission's assessment published 28 September 2026 (assessment visit 20 July 2026). Quoted under the Open Government Licence.

Date of Assessment: 03 and 04 August 2026.Meadowview Neurological Centre Inspire Neurocare (Basingstoke) Limited provides accommodation with nursing care for up to 28 people living with neurological conditions, acquired brain injury or other needs. However, in some cases people also lived with learning disabilities as a secondary care need. For this reason, we assessed the care provision under Right Support, Right Care, Right Culture. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. 'Right Support, Right Care, Right Culture' is the guidance the Care Quality Commission (CQC) follows to make assessments and judgements about services supporting people with a learning disability and autistic people, and providers must have regard to it. We found the provider had regard to ‘Right support, right care, right culture’.

Accommodation was arranged over 2 floors with stair and lift access. At the time of this inspection there were 15 people living at the service. This was a comprehensive inspection, and we reviewed all the quality statements.

We identified 1 breach of the legal regulations in relation to good governance. This was due to people’s communication needs being inconsistently met, gaps in records in relation to mental capacity assessments and best interest records, care plans not being consistently person centred and a lack of formal opportunities for people to provide feedback. Although previous internal service reviews had highlighted some areas for improvement, and we could see that some of this work had begun, further embedding was required.

In the main, staff were appropriately skilled to meet people’s needs; however, staff had not been trained to support people with specific communication needs. People’s needs had been assessed and reviewed regularly. People and their relatives were being encouraged to take part in care planning and reviews, although most people told us this had not yet happened. Risk assessments were completed, and care plans provided guidance to staff on maintaining people’s safety. Safeguarding procedures were followed, and effective systems were in place to manage concerns. Records showed people received enough food and drink to maintain their health.

Overall, staff told us there were enough staff on duty.

Routine safety checks were carried out across the premises and on all equipment. Fire risks had been assessed, and action was being taken to appropriately manage these. Incidents were investigated by managers, and learning was shared with staff. Staff worked closely with other healthcare professionals and monitored people’s health to promote wellbeing.

The service was clean and well maintained, with staff following infection prevention and control guidelines. Staff reported feeling valued and respected and were supported to develop professionally. Overall, they spoke positively about their roles and the leadership team. One staff member said, “[Registered manager] is always coming on the floor and asking if we’re okay, and [clinical lead] as well. If we’re short on the floor they will come and help.”

There was a service improvement plan in place, and some improvements had been identified and completed. However, not all concerns noted during this assessment had been identified by the provider.

We have asked the provider for an action plan in response to the concerns found at this assessment.
