This assessment considered how the service performed against the principles of right support, right care and right culture, ensuring people were supported with dignity, choice, independence and inclusion.

We found people received care from staff who were kind, caring and understood people’s individual needs well. Staff tailored their communication to support people effectively, and ensured individuals could access healthcare services when required.

Care plans and risk assessments were based on people’s assessed needs and regularly reviewed.

The service did not always provide care in line with right support, right care and right culture. Some people we observed did not always have equal access to meaningful activities and engagement, particularly those with complex communication needs.

Staff had received relevant training to effectively complete their roles. This promoted people’s independence, wellbeing and involvement in decisions about their care.

Leaders encouraged an open culture where staff could raise concerns and learn from incidents. Staff spoke positively about the support they received from management.

However, some improvements were needed to ensure people consistently received safe and equitable care. We identified areas for improvement including infection prevention and control, medicines management, consent processes, and staff adherence to guidance relating to people’s assessed risks and needs.

Governance systems were in place. However, they were not always effective and did not identify the concerns we found during this assessment. Following feedback, leaders were open and responsive. Leaders provided assurances regarding actions to improve the service.
