People were not consistently provided with safe care and treatment. The provider did not establish an open and transparent culture in relation to safety. Incidents were not consistently reported, investigated or used as opportunities for learning. In some cases, concerns were not shared with external safeguarding bodies or with the Care Quality Commission, meaning the provider failed to submit required statutory notifications.
Some admissions were not safely managed, and staff lacked the necessary training to manage risks effectively.
We found decisions made on behalf of people assessed as lacking capacity were not always compliant with the Mental Capacity Act 2005, and best‑interest processes were not consistently followed.
Despite these issues, the environment was observed to be clean and well maintained. Infection prevention and control (IPC) audits demonstrated high standards, and the home was frequently described as ‘really clean’ by people and staff.
Staff understood people’s nutritional needs, and individuals were offered a choice of healthy food and drinks. People received appropriate support to maintain their health and wellbeing.
Staff were seen interacting with people with kindness, compassion and respect. People’s privacy, dignity and independence were promoted. Staff told us they felt supported by both the registered manager and provider, and they were confident to raise concerns or suggestions.
The management team were responsive and proactive in addressing some of the shortfalls we raised. We have asked the provider for an action plan in response to the concerns found at this assessment.
