What inspectors found
From the Care Quality Commission's assessment published 12 July 2024 (assessment visit 5 February 2024). Quoted under the Open Government Licence.
Drummond Court is a residential care home providing accommodation and personal care for up to 36 people. The service provides support to autistic people and/or people with a learning disability, who may also have a physical disability. People at Drummond Court live in bungalows and flats across one site. We expect health and social care providers to guarantee autistic people and people with a learning disability respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. We carried out an assessment of this service to look at 7 quality statements within the 4 key questions of safe, effective, caring and responsive. The assessment included a site visit on 12 February 2024, at the time 21 people were living at Drummond Court. The service was meeting the underpinning principles of 'Right support, right care, right culture'. The ethos, values, attitudes and behaviours of leaders and care staff ensured people led confident, inclusive and empowered lives. People lived in a home that was open, positive, inclusive, and person-centred. Staff supported people in the least restrictive way possible, and in their best interests; the policies and systems in the service supported this practice. People enjoyed regular activities and interests both within and outside of the home.

Safe
Good
People were protected from bullying, harassment, avoidable harm and abuse. Systems were in place to keep people safe. Risks to individuals were managed well so that people were protected, and their freedom was supported and respected. There were enough suitable staff with the right competencies, knowledge, and attitude they needed to keep people safe, meet their needs and promote their rights. Staffing levels were based on the type and level of support each person needed throughout the day and staff were deployed in a way that was consistent with person centred care which included going out and planned activities. Staff received support and development to enable them to meet people’s needs and poor performance was addressed.
-
Effective
Good
People’s care, support, physical health, and communication needs were assessed and planned for. However, further work was needed to ensure people’s plans contained information about their strengths, goals and aspirations and the nature and level of support they needed to achieve their short and long-term goals. The service was working within the principles of the Mental Capacity Act (MCA) and if needed, the right legal authorisations were in place to deprive a person of their liberty.
-
Caring
Good
People were supported to regularly see their family and friends. People had access to activities and the local community to promote and support their independence, health and wellbeing.
-
Responsive
Good
People’s care and support promoted equality and protected their rights. However, people’s hospital passports did not always provide the level of detail needed for healthcare professionals to address barriers to equality and improve people’s experiences and outcomes whilst in hospital. Whilst the provider had regard to the needs of people with different protected characteristics further work was needed to ensure reasonable adjustments, assistive technology or access to supportive organisations were considered to support equity in experience or outcomes for people with no or partial sight.
