Ormsby Lodge provides accommodation for 10 people who require nursing or personal care and delivers support to older people, younger adults, learning disabilities or autistic spectrum disorder or physical disability. At the time of this inspection, 8 people were living at the service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

The provider was in breach of 5 legal regulations related to safe care and treatment, safeguarding service users from abuse and improper treatment, staffing, fit and proper persons employed and good governance of the service.

We found concerns in key areas of regulation including risk management, unsafe medicines management, safe recruitment, safe environments and good governance. These issues affected the safety and quality of care and showed that the service was not consistently working in line with the principles of Right Support, Right Care, Right Culture, particularly in ensuring safe, person-centred care and a culture of accountability.

At the time of the inspection, there was no registered manager in post, however, an acting manager was in place who worked closely with the Nominated Individual and senior staff. The Nominated Individual is responsible for supervising the management of the service on behalf of the provider.

The provider’s governance processes were not always effective and did not identify all the issues found at this inspection. During our inspection, the Nominated Individual engaged an external consultancy agency to support them in addressing the findings from this report.

Staff and members of the management team were observed to be kind, caring and respectful in their interactions with people. They demonstrated a good understanding of individual’s needs, preferences and routines.

We have asked the provider for an action plan in response to the concerns found at this assessment in relation to safeguarding service users from abuse and improper treatment, staffing and fit and proper persons employed.

In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.
