We assessed the service against ‘Right support, right care, right culture’. This guidance supported judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choice, independence and access to local communities that most people take for granted. A lack of understanding from leaders in this area meant this had not been fully considered or embedded into practice. There was not always evidence to show how people were involved with their care, reviews and setting and achieving outcomes.

People’s risks were not always managed in a safe way as there was not always care plans or adequate information in place about people. Effective systems were not in place to ensure staff had the skills required to consistently provide safe care. Improvements were needed to ensure lessons could be learnt when things went well or not, and how this information was used to make changes. When incidents and accidents had occurred, there was no evidence to show how this information had been used to improve the safety and quality of care.

The systems in place were not always effective in identifying areas of improvement and making changes. Audits had not identified concerns with medicines management, concerns with capacity and consent, specialist staff training and that safeguarding concerns had not always been investigated or reported.

However, people were supported by staff who knew them well, were suitably recruited and had completed their basic mandatory training. The home was clean and the environment was safely maintained. On the day of inspection we saw there were enough staff available to support people.

The provider was in breach of the legal regulations relating to people’s safe care and treatment including medicines management, capacity and consent and governance systems.

We have asked the provider for an action plan in response to the concerns found at this assessment.

  3. Caring

    No rating

Caring – this means we looked for evidence that the provider involved people and treated them with compassion, kindness, dignity and respect.

At our last assessment we rated this key question good. At this assessment the rating has changed to requires improvement.

Responsive – this means we looked for evidence that the provider met people’s needs.

  5. Well-led

    No rating

Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.
