This is the first inspection for this service.
This inspection identified that the provider was in breach of 1 legal regulation relating to good governance. We have asked the provider for an action plan in response to the concerns found at this inspection.
People's risk assessments were not always detailed enough, and known risks were not consistently planned for. We identified gaps in mandatory staff training, including training relevant to people's specific care needs. A review of medicine management arrangements identified that best practice guidance was not consistently being followed. We were not fully assured mental capacity assessments had been completed for people who may have lacked the capacity to consent to their care. Furthermore, where people had known fluctuating capacity, there was insufficient planning and guidance in place to support appropriate decision-making.
Staff had been recruited safely; however, recruitment procedures had not always been completed consistently.
People were involved in their assessments and participated in review meetings to discuss their care and support. However, when changes were identified during reviews, care plans were not always updated to reflect the information recorded about changes to care and treatment needs.
People's care plans were outcome-focused, and guidance for staff emphasised the importance of providing dignified, respectful care that met individuals' needs and preferences. However, the level of detail did not routinely demonstrate a personalised account of how people wished to receive their care and support.
Staff worked collaboratively with external professionals to support continuity of care and help achieve positive outcomes for people.
Systems were in place to monitor care calls. The provider was in the process of transitioning to an alternative electronic care management system, which they believed would improve effectiveness and oversight.
People received information about the service and were given opportunities to share feedback about their experiences. People's communication needs had been assessed, and appropriate support was planned to meet those needs.
Staff spoke positively about working for the provider and described feeling well supported by the management team.
Staff understood their responsibilities in protecting people from abuse and avoidable harm. They shared the provider's vision and values and described a positive learning culture within the service.
The registered manager was open and honest during the inspection process. Through discussions, they demonstrated an understanding and commitment in developing and improving the service.
