What inspectors found

From the Care Quality Commission's assessment published 5 May 2026 (assessment visit 25 March 2026). Quoted under the Open Government Licence.

Date of assessment: 26 March to 22 April 2026.

West Devon and District Care and Support Limited is a domiciliary care agency. It provides personal care to people in their own homes. Not everyone who used the service received personal care. CQC only inspects services where people receive the regulated activity of personal care. Where they do, we also consider any wider social care provided. At the time of our assessment, 42 people were receiving a personal care service.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence, and good access to local communities that most people take for granted. At the time of the assessment, the service was not supporting any autistic people or people with a learning disability, but the provider had regard to ‘Right support, right care, right culture’.

The service received praise from people using it, their relatives, staff, and a stakeholder. Day to day care was managed effectively, and both the registered manager and staff demonstrated open, inclusive values which helped build trust with those receiving support.

Robust policies and procedures ensured safe medicines management, safe care in people’s homes and appropriate responses to concerns. The provider had effective systems to monitor performance and identify emerging trends.

Care was delivered safely, supported by a proactive safety culture, thorough assessments, and evidence-based practice. Staff worked collaboratively with external professionals to ensure coordinated and responsive care planning.

Safeguarding, infection control, and risk management processes were well understood and consistently applied. Staff received regular supervision, training and support, and consent was always sought in line with the Mental Capacity Act.
