Goldsmith Personnel Ltd is a home care agency registered to provide personal care in people’s homes. At the time of the assessment the service was supporting 142 people. Not everyone using the service received personal care support, Goldsmith Personnel Ltd confirmed 100 people received personal care support. This assessment was undertaken following CQC’s new approach: https://www.cqc.org.uk/assessment
This is our first assessment of the service using the new approach. We looked at 3 key question areas (safe, caring and responsive) and 5 quality statements within those key questions: safeguarding, involving people to manage risks, safe and effective staffing, independence, choice and control, and equity in experiences and outcomes.

The assessment, which included both on and off-site activities, took place between 17 and 30 January 2024. We visited the office and spoke to the registered manager, the operations manager and the branch manager. We also spoke with 8 care workers.
The assessment was carried out by one inspector and two assessors. We made calls to people and their relatives between 19 and 26 January 2024. We made calls to 34 people and managed to speak with 7 people and 10 relatives. We found good outcomes for people using the service in all the areas we assessed.

Good
People were protected from the potential risk of abuse. Risk was assessed and measures put in place to reduce risks people may face. Information to keep people safe was in people's care plans and was clear for staff to follow. Staff had been recruited to the service safely and were appropriately trained. There were enough staff to provide a safe service to people.

Good
People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice. People were supported by staff to participate in activities they enjoyed and to spend time with their families friends. Information was presented to people clearly so they could understand.

Good
People's care individualised and people's needs and health were at the centre when planning care. People's preferences were respected and staff had time to understand how people liked to receive care. Equality was promoted, people and their relatives were supported by staff to be actively involved in activities this prevented exclusion and provided positive experiences. People were regularly asked to provide feedback on the quality of their care and this helped the service drive improvement.
