What inspectors found

From the Care Quality Commission's assessment published 30 June 2026 (assessment visit 22 May 2026). Quoted under the Open Government Licence.

Date of assessment 04 June 2026 to 19 June 2026. This is the first assessment of this service conducted by the Care Quality Commission (CQC). Transforming Support (Birmingham) is a supported living and homecare service; at the time of the inspection the service was only providing supported living. The service is registered to provide support to people with a learning disability, physical disability, mental health needs, people with a sensory impairment, adults aged under 65 and adults over 65. Not everyone who used the service received personal care. CQC only inspects where people receive a regulated activity of personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of the inspection, 4 people were in receipt of regulated activity.

During the assessment, we spoke with people who received care from the service, their relatives and healthcare professionals linked to the service. We spoke with staff including the registered manager, regional director, team leaders and support workers.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The provider was meeting the principles of right support, right care, right culture.

A strong learning culture was established within the service, supporting continuous improvement. Processes for transitions, risk management and safeguarding were person-centred, well-coordinated and effectively promoted safety, independence and individual rights. Staff were appropriately trained, safely recruited and knowledgeable, with sufficient staffing levels and robust oversight in place. Systems relating to medicines management, infection prevention and environmental safety were consistently well maintained, ensuring people felt safe and received dependable, high-quality care.

Assessments were comprehensive, regularly reviewed and used to deliver effective, person-centred support. However, some improvements were needed to ensure care records were consistently kept up to date. These issues were discussed with the management team, who were receptive to the feedback and confirmed that they would strengthen processes to address this issue.

Staff worked collaboratively, adhered to best practice guidance and maintained effective communication with professionals and relatives. People’s health, nutrition and outcomes were well managed, with support encouraging involvement, choice and informed decision-making.

Care was consistently person-centred, flexible and responsive, with people and their relatives actively involved in planning and reviewing support. Staff adapted their approaches to meet individual needs, promoted equality and inclusion, and ensured people’s views were listened to, with any concerns addressed promptly and effectively.

The service was well led, with clear vision and values embedded into daily practice, supported by approachable and knowledgeable managers. Strong governance, an open culture and effective partnership working drove continuous improvement, ensuring inclusive support and positive outcomes for people.
