What inspectors found

From the Care Quality Commission's assessment published 1 September 2026 (assessment visit 3 July 2026). Quoted under the Open Government Licence.

Conscience Care Limited is a domiciliary care service providing a regulated activity of personal care. The service was providing care and support to people in their own homes. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of this assessment, there were 12 people using the service. The assessment took place between the 13 July and 3 August 2026.

Governance and oversight systems were either not established or embedded to ensure they were operating effectively. This meant people were at risk of avoidable harm, the provider could not assure themselves the service was always operating safely. Opportunities for learning lessons and being proactive were missed as there were no systems in place for learning and reflection when events occurred. Operational concerns were not always addressed and resolved in a timely way. This meant there was a risk to the safe running of the service. The provider was in breach of legal regulation in relation to the governance and oversight of the service.

Risks to people’s wellbeing and safety were assessed, however some care records were conflicting in detail, therefore this meant people’s safety could be compromised. Timekeeping was a significant issue within the service and communication to and from the service. People and their relatives told us reliability was poor, for example, when there was a change or delay to people’s planned visit.

Staff were recruited safely and had enough training to enable them to carry out their role. Staff told us people were safe with the care they received. Staff knew how to raise safeguarding concerns, and this included outside of the service, for example, to the local authority, CQC and the police. Infection prevention and control practices were safe, and staff understood and worked within correct hygiene procedures. Staff told us they feel supported by the provider and the management of the service, this included out of hours support. Staff told us they had enough time to travel to people; however, this was sometimes affected by transport difficulties.
