What inspectors found

From the Care Quality Commission's assessment published 23 October 2024 (assessment visit 16 May 2024). Quoted under the Open Government Licence.

Date of assessment: 17 June to 17 July 2024. An assessment has been undertaken of a domiciliary care agency that supports people in their own homes. They also support autistic people or people with a learning disability in a supported living service. This service provides care and support to people living in a supported living setting, so that they can live as independently as possible. At the time of assessment, there were 121 people receiving support with personal care. Risks to people were managed safely and care plans guided safe practice. Staff understood their responsibilities for keeping people safe and promoted their choices and independence. Staff were recruited safely and had the skills and knowledge to meet people’s needs. People were supported to have choice and control over their lives and were involved in planning their care. The provider had oversight of quality monitoring and safety. Records were accurate and reviewed regularly. The provider encouraged feedback from people and staff and used this to shape quality assurance processes and make improvements. Although some concerns were raised by staff regarding feeling rushed between calls, ineffective communication at times and pressures on management, the registered manager was aware of this and people were unaffected. We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

  1. Safe

    Good

People were supported to be safe and free from abuse. They were involved in managing risks and staff knew people well to support with these. Staff demonstrated understanding of safeguarding people and who to refer to with concerns. Any concerns had been managed appropriately. People had enough staff to support their needs. Although staff raised concerns about office staff having to cover care calls and feeling rushed between calls, the registered manager was aware of this and actively trying to recruit.

  2. Caring

    Good

People told us their choices and independence were respected and promoted. Staff gave examples of how they supported people and the importance of encouraging them to do as much as possible on their own.

  3. Responsive

    Good

People and their relatives felt that care was person-centred, that staff knew people well and communicated with them effectively. Staff gave specific examples of how they supported people to use alternative communication methods.

  4. Well-led

    Good

People and their relatives thought the service was well run, with a positive and caring culture. They knew who to speak to with any concerns and were comfortable doing this. They also were regularly asked for their opinions on how the service was and issues used as part of quality assurance. Staff were positive about the registered manager, however some of them raised concerns about the lack of support for the registered manager since the provider had changed. They felt communication could be improved between the office and care staff. The manager told us there was an emergency duty phone number that covered all care call times. However, not all staff were aware of this. The registered manager and provider completed a variety of quality assurance audits, monitoring people and staff documentation as well as the daily running of the service. They had oversight of concerns and a clear action plan to manage these going forward.
