What inspectors found

From the Care Quality Commission's assessment published 2 January 2025 (assessment visit 29 May 2024). Quoted under the Open Government Licence.

Date of assessment 25 July to 28 August 2024. Hinds Care and Support Service is a domiciliary care service, providing care to people living in their own home. At the time of our assessment the agency was supporting 4 people. We assessed quality statements from the safe, responsive, well-led and caring key questions. Our overall rating for the service is requires improvement. We found 3 breaches of the legal regulations in relation to safe care, effective staffing and governance. Risks of harm to people’s health and wellbeing were not always mitigated as much as possible. Staff training was not consistent which meant staff may not have the necessary skills to carry out their role effectively. Care and risk plan lacked information in them for staff to follow.

We spoke with 3 care staff, the registered manager and 2 relatives. We reviewed a range of documents including staff files, accidents/incidents, complaints and policies, training and care records. We have asked the provider for an action plan in response to the concerns found at this assessment.

  1. Safe

    No rating

We assessed 3 quality statements in the safe key question and found 2 breaches of regulations in relation to safe care and effective staffing. This was because the provider did not always assess risks to people’s health and safety. Care plans and risk assessments did not have enough information to guide staff to manage risks that had been identified. The training records reviewed showed there were several gaps. Staff did not always have the required level of training the provider considered mandatory to carry out their role effectively. However, staff were recruited safely. There was an effective system in place to manage and monitor any safeguarding concerns.

  2. Caring

    Good

We assessed 1 quality statement in the caring key question. Relatives told us that staff were caring and provided good care to their relatives.

  3. Responsive

    Good

The care planning process was not effective enough. There was not always enough information in care plans to meet people’s diverse needs. People’s likes and preferences were not always recorded.

  4. Well-led

    No rating

We assessed 1 quality statement in the well-led key question. We identified 1 breach of the regulation regarding governance. The provider failed to pick up shortfalls identified at this assessment. The provider did not have a robust system in place to check and monitor the quality of care. This meant people could not be assured that there was clear oversight of the service.
