What inspectors found

From the Care Quality Commission's assessment published 22 June 2026 (assessment visit 28 April 2026). Quoted under the Open Government Licence.

Sugarman Health and Wellbeing- Dorset is a service providing care and support to people in their own homes. The service delivers support to children, young people and adults requiring complex care and continuing healthcare. Not everyone who used the service received a regulated activity. The Care Quality Commission (CQC) only inspects services where people receive the regulated activity of personal care and or treatment of disease, disorder or injury. This is help with tasks related to personal hygiene and ongoing treatment for long-term conditions. Where they do, we also consider any wider social care provided. At the time of this inspection, there were 31 people receiving a regulated activity. The inspection took place on 30 April 2026. This inspection was prompted by concerns we received about the service.

The provider did not always make safeguarding referrals to the local authority and submit statutory notifications to CQC as required. The systems for training did not identify all required training for staff, for example, from 1 July 2022, all health and social care providers registered with CQC must ensure that their staff receive training in how to interact appropriately with people who have a learning disability and autistic people, at a level appropriate to their role. The provider could not be assured training completed was in the with guidance. Governance systems were either not in place or not always operating effectively as they had not identified the shortfalls we found during this inspection.

The service was in breach of legal regulations in relation to good governance. We asked the provider for an action plan in response to the shortfalls found at this inspection.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We considered this guidance as there were people using the service who have a learning disability and who are autistic.

People received their medicines as prescribed. Lessons were learnt from accidents, incidents and events. Care plans and risk assessments were person centred and reviewed with people regularly. Staff were kind and caring, treating people with dignity and respect. Staff felt supported and appreciated by management. Staff worked well with external professionals.
