The Manor House Thurloxton can accommodate up to 5 people who required personal care. At the time of our assessment, there were 5 people living at the service.

This service is registered by an individual provider who is not required to have a registered manager registered with the Care Quality Commission. The provider oversaw the day-to-day operation of the service. This means they are legally responsible for how the service is run and for the quality and safety of the care provided.

At our last inspection the service was rated good. At this assessment the service has been rated requires improvement.

We identified several shortfalls at the service. The provider had not always identified and mitigated risks to people and those associated with health and safety to provide safe care.

The provider did not always ensure staff managed medicines safely.

Where people may have lacked capacity to make decisions, the Mental Capacity Act 2005 (MCA) was not always consistently followed.

Staff did not always receive appropriate training to meet people’s specific needs.

The providers governance and oversight systems did not identify all the concerns we found during our assessment.

The provider was in breach of the legal regulations relating to safe care and treatment, staffing, and good governance.

However, we found people received continuity of care from regular staff. Staff knew people well and identified their preferences, likes and dislikes.
Staff understood their safeguarding duties and told us they would raise concerns without delay.

The environment was clean, welcoming and nicely decorated.

We received positive feedback from professionals who visited the service. We saw evidence people were supported to access health care appointments.

Managers were visible within the home and promoted an open culture and the organisational values.

We have asked the provider for an action plan in response to the concerns found at this assessment.
