What inspectors found

From the Care Quality Commission's assessment published 5 April 2024 (assessment visit 5 December 2023). Quoted under the Open Government Licence.

Myrtle Cottage is a residential care home providing accommodation and personal care for up to 6 people. The service provides support to people with a learning disability and autistic people. At the time of our inspection there were 6 people using the service. We carried out our on-site assessment on 05 and 09 January 2024. We assessed 7 quality statements. We expect health and social care providers to guarantee autistic people and people with a learning disability the choices, dignity, independence, and good access to local communities most people take for granted. Right support, right care, right culture is the statutory guidance which supports CQC to make assessments and judgements about services providing support to people with a learning disability and/or autistic people. The service was able to demonstrate how they were meeting the underpinning principles of Right support, right care, right culture. During our assessment, we found concerns around some elements of the governance systems which resulted in a breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. You can find more details of our concerns in the evidence category findings.

  1. Safe

    Good

People were protected from the risk of abuse. Policies and procedures and staff training supported this. Staff understood their safeguarding reporting and investigation responsibilities. We observed sufficient staffing in place throughout the inspection and found staff to be appropriately skilled. During our assessment we identified some areas relating to the recording of staff pre-employment checks and people's 'as required' medicines which required improvements. The registered manager responded positively to these issues and had commenced a programme of improvement activity.

  2. Caring

    Good

During our assessment of this key question, people were treated with kindness compassion and dignity. Staff promoted independence and treated people as individuals. People’s individual needs and preferences were understood and reflected in people’s care plans.

  3. Responsive

    Good

During our assessment of this key question, we found processes in place to promote equality and ensure people were not discriminated against. Staff were able to describe how people were empowered to express their views.

  4. Well-led

    Good

During our assessment of this quality statement we found there were governance, management and accountability arrangements in place. Some systems to assess and improve the quality of care and drive improvement were not always effective. Staff understood their role and responsibilities. Managers and leaders could account for the actions, behaviours and performance of staff.
