The rating at our last inspection (published 4 May 2023) was requires improvement and the provider was in breach of regulations around providing safe care and medicines management, and good governance. At this assessment we reviewed only 4 quality statements in Safe and Well-Led. The provider made some improvements around governance and risk management since the last inspection. However, not enough improvement was made, and the provider was still in breach of regulation in good governance. We did not review medicines management as part of the breach of regulation in safe care and treatment during this assessment. Following this assessment, the rating has not changed and remains requires improvement.

Safe
No rating
At the last inspection in March 2023 the provider was in breach of regulation because they had failed to ensure people's care was provided in a safe way and medicines were managed safely. We did not review this breach fully at this responsive assessment as we did not review safe management of medicines. However, we saw improvements were made in relation to how people’ s individual risks were assessed and managed.
The provider did not ensure appropriate processes were in place and operated effectively to review and adjust staffing levels in the service, so people’s changing needs could be addressed consistently and effectively. Staff told us pressures caused by lack of oversight and effective roster management caused them to provide care in a task-based manner and affected the quality of the care people received.
People told us they felt safe in the home and staff knew how to protect them from abuse and neglect. Staff were recruited safely and received appropriate training. People’s individual risks were assessed, and staff knew how to support people safely.

Well-led
No rating
At the last inspection in March 2023 the provider was in breach of regulation because they had failed to operate effective governance systems and to continuously improve the service. The provider had made some improvements but not enough to meet the breach of regulation. Staff told us they did not always have appropriate, clear guidance, direction and support to be able to provide person-centred, high-quality care to people. The provider failed to identify and address issues with how staffing was managed and reviewed in the service. People’s and staff’s feedback was not always effectively reviewed and actioned. There was no registered manager in the home, although there was a manager overseeing the day-to-day running of the service. The home manager was supported by the provider’s senior leadership team.
