We previously carried out an assessment of this service between 29 October and 13 November 2025. Five breaches of legal requirements were found. The provider completed an action plan after the last assessment to demonstrate how they would improve. We undertook this assessment to check they had followed their action plan and to confirm they now met legal requirements.
The provider had responded positively and proactively to the breaches of regulation found at the assessment in 2025 and the suspension on referrals from the local authority had been lifted in May 2026. A new management team had made a significant difference and had addressed most of the shortfalls raised at the last assessment. However, further progress was required as the provider was still in breach of regulation 17 and there was a new breach in safe care and treatment related to medicines administration.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed autistic people and people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. At the time of the assessment, the service was supporting 1 person with a learning disability.
The requirement introduced by the Health and Care Act 2022 to provide all staff with the right level of training on learning disability and autism was scheduled to be completed by October 2026.
The new management team had spent considerable time changing the culture of the service. They had instilled new expectations and standards, and this was reflected in the feedback we received from staff and from external health and social care professionals.
The service had made several improvements to improve safety. Accidents and incidents were now managed safely and staff told us the process was clearer and the support they received had improved. The safety of the premises was monitored more effectively, including areas such as gas, electric and fire safety.
A new care plan template had been introduced, and all the care plans had been rewritten. These provided more structure and people were now more involved in their care.
There had been a renewed focus on the Mental Capacity Act to upskill staff and face to face training had been provided. Care plans recorded capacity and consent and the staff we spoke with had a good understanding of decision making and people’s rights.
Governance needed further strengthening, as auditing had not always been effective in identifying issues. Shortfalls were found in relation to medicines administration. Care plans did not always include information around high-risk medicines, information in care plans were not always up to date and health action plans did not always match the medication administration records. There had also been a failure to notify CQC of key incidents. This is a statutory requirement and had not been met. We identified other issues with record keeping and care plans, which was addressed during the assessment process, to ensure they were accurate and up to date.
In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
We have also asked the provider for an action plan in response to the concerns found at this assessment.
This service has been in Special Measures since January 2026. The provider demonstrated improvements have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.
