What inspectors found

From the Care Quality Commission's assessment published 6 March 2025 (assessment visit 3 October 2024). Quoted under the Open Government Licence.

London Borough of Hackney, Housing with Care provides care and support to people living in their own self – contained flats across 14 schemes located in the London Borough of Hackney. The service can support up to 288 people. The schemes provide a supported living setting which enables people to receive care and continue to live independently in their own homes. The Care Quality Commission (CQC) does not regulate premises for supported living; this inspection looked at the personal care provided by the service. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided.

This assessment was undertaken following CQC’s new approach: https://www.cqc.org.uk/assessment.

This is our first assessment of the service using the new approach. We looked at 4 key question areas safe, effective, caring and well-led. The assessment, which included both on and off-site activities, took place on the 20, 21, 28 and 29 November 2024. Two experts by experience made calls to people who use the service and their relatives on the 26 and 27 November 2024.

An Expert by Experience is a person who has personal experience of using or caring for someone who uses this type of care service.

We spoke to the two registered managers, 4 scheme leaders and 4 team leaders. We also spoke with 17 care workers. We made calls to people and their relatives and spoke with 11 people who used the service and 19 relatives. We found good outcomes for people using the service in all the areas we assessed. People felt safe using the service and staff knew how to keep people safe and escalate concerns around safety for action. Staff felt supported coming to work and their leaders worked jointly with external stakeholders to improve the service.

    Good

People were kept safe with staff and their relatives were reassured their family member was safe. There were enough staff to support people, however relatives felt there could be more staff at the weekends. Staff received safeguarding training and knew their responsibilities for reporting suspected abuse. Safe recruitment of staff took place and staff received training and ongoing support to ensure they were effective in their role. Medicines were managed safely, and infection control procedures were followed by staff.

  2. Effective

    Good

People’s needs were assessed before they began to use the service and this was a collaborative discussion with relatives and relevant health professionals. People’s consent was requested before care was delivered and staff respected people’s right to refuse. Independence was promoted to enable people to feel a sense of accomplishment and control over as much of their life as possible.

  3. Caring

    Good

People were supported by staff who were kind, compassionate, patient and enjoyed caring for people. People were treated as individuals and staff were given training to understand the importance of respecting people as individuals. People’s needs were tended to promptly and systems were in place to help monitor people in between their calls.

Staff well being was regularly monitored and staff appreciated the open channels of communication with senior management.

  4. Well-led

    Good

Leaders valued people’s feedback and that of their staff. Systems were in place to ensure there were open channels for sharing information and records showed these were recorded and acted upon by leaders. Staff enjoyed working at this service and told us there was a good culture for learning and support. Staff were encouraged to pursue their careers within health and social care with management support. Quality monitoring was embedded within the service and was used to keep the service focused on continually improving for the benefit of people receiving care.
