We met and spoke with people, their loved ones, staff, the provider and local authorities. We visited 5 locations and went to the provider’s head office. Feedback we received was mixed, some people had a good experience and others not so good. Though our assessment indicated areas of concern since the last inspection, our rating overall remains good.
We assessed the service against our Statutory guidance ‘Right support, right care, right culture.’ We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it.

Safe
Good
We observed risks being managed well with supporting risk assessments and guidance in place for staff. Staff knew about the process for recording and reporting incidents.
However, some relatives were concerned about how risks were managed and professionals gave us examples of risks being overly managed so people were restricted, impacting on freedom of choice. This is not in line with the principles of Right Support, right care, right culture which expects people to have maximum choice and control .
Some policies and procedures that staff referred to had been reviewed recently but still contained inaccuracies. Staff were trained and knew people well and there were enough staff to meet people’s needs.
People’s money and property had not always been safeguarded. The provider’s audits had picked up some discrepancies. There were some ongoing safeguarding investigations being led by the local authority which the provider was cooperating with. Medicines were managed safely.
-
Effective
Good
People’s needs were assessed before they started to use the service. People and their loved ones were involved in the assessment process.
Assessments included people’s health, care, wellbeing, and communication needs and were reviewed regularly.
-
Well-led
No rating
We observed a positive caring culture. However, at times staff had used overprotective practices which impacted on people’s choices and rights.
Conflicts of interest between staff must be declared and managed to aid transparency. The provider accepted relationships between some staff could be a barrier to staff and people speaking out.
Professional boundaries with people had not always been maintained by staff. Confidential personal information had not always been shared safely and in line with the Data Protection Act.
A range of governance systems and audits were used to monitor quality and risks.
