What inspectors found
From the Care Quality Commission's assessment published 11 September 2024 (assessment visit 4 July 2024). Quoted under the Open Government Licence.
Care 4 Care Headquarters is a domiciliary care agency registered with the Care Quality Commission (CQC) to provide personal care and support to people living in their own homes. At the time of this assessment 37 older people were receiving personal care and support from this provider. Most people currently using the service were receiving short-term palliative end of life care. The service was rated requires improvement overall with multiple breaches of regulation made following their last inspection. This was because we identified concerns in relation to how the provider coordinated staffs call visits, operated their governance systems and maintained records.
We undertook this follow up assessment to check the provider had followed the action plan we required them to send us after their previous inspection and made the necessary improvements they told us they would. The inspection was announced and we gave the provider 48 hours’ notice. This was because we needed to be sure the registered manager would be in their offices to support this assessment. Inspection activity started on 10 July and ended on 15 July 2024. We visited the provider’s offices on the first day of this assessment. We looked at 3 key questions and all the quality statements associated with them. We found the provider had made enough improvements and no longer in breach of regulations. The service is now rated good overall. Areas where the provider had improved since their last inspection included, better scheduling of staffs call visits, operating their oversight and scrutiny systems more effectively, and maintaining better records.

Safe
Good
Based on the findings of this assessment we found the service had improved and addressed the outstanding breach we identified at their last inspection relating to how they coordinated staffs call visits. This meant people now received care and support from staff who were now on time for their scheduled call visits. The provider continued to have a positive culture of learning lessons when things went wrong. Care plans were still based on pre-assessments conducted by the provider and various external health and social care professionals prior to people receiving a service. People were still kept safe and were protected from avoidable harm, and staff understood how to safeguard people. People were cared for and supported by staff who knew how to manage risks they might face. Staff were appropriately trained and supported, and their suitability and fitness to work in adult social care continued to be thoroughly assessed. Medicines systems were still well-organised, and people received their prescribed medicines as and when they should. Staff continued to followed current best practice guidelines regarding the prevention and control of infection including, those associated with COVID-19.

Responsive
Good
Based on the findings of this assessment we found as recommended at the providers last inspection they had improved how they managed and recorded the outcome of complaints the service received. Staff knew about people’s preferences and wishes, and treated everyone as an individual. Staff ensured they communicated and shared information with people in a way they could easily understand. Care plans gave a good overview of people's support needs. People were treated fairly and free from the fear of being discriminated against. People were supported to understand their equality and human rights and how staff and managers would respect these. Staff supported people to plan for their end of their life care.

The provider promoted an open and inclusive culture which sought the views of people receiving a service, their relatives, and staff working for them.
