At the time of this assessment, Keem Healthcare were providing personal care to 2 people whose care package involved 24-hour support from staff. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is help with tasks related to personal hygiene, eating and drinking. Where they do, we also consider any wider social care provided. This was the first assessment of this service since registration, and we reviewed all 5 key questions.
As part of our assessment, we were unable to speak with people and relatives. We spoke with staff, the registered manager and the operations manager. We reviewed both care plans, medication records, recruitment files and quality assurance records, plus the provider’s electronic systems to manage care calls and staff allocation.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
People’s risks were not always recorded clearly in their care plans. People’s care information did not always contain clear and personalised plans to guide staff on how to care for people with specific health or mental health conditions. The registered manager completed audits and checks however those audits did not always look at the right things, to assure themselves that all aspects of service delivery was to the standards expected. In some cases, there was no evidence of what had been checked and how those checks led to an improved service. We found 2 breaches of regulation relating to safe care and treatment and good governance. In instances where the Care Quality Commission (CQC) have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/or appeals have been concluded.
Pre-admission assessments were completed to make sure the provider was able to provide the care people required.
Staff received training to meet people’s needs and people received support from external health professionals. Staff wore personal protective equipment to protect people from infection risks. Staff were complimentary about working at the service and the registered manager was confident they had the right staff to support people because they cared.
